Will the Wild Horses (and Burros) in the long term holding facilities be safe? Can they get to shelter from storm?

If the horses had natural habitat and freedom they could seek shelter, but if man does not provide them with shelter and they are fenced in, they could perish in the blizzard. What is being done about this?
I was wondering about shelter for the wild horses in holding also. I had to have a run in shed to suit BLM's requirements--
Here is something interesting--The Pioneer Woman Ree Drummond was on NBC Today show cooking today. Seems her husband has a contract with BLM to keep Long Term Horses at his ranch in Oklahoma. They receive over 1M in our tax dollars per year. In the following link they separated out foals and sent them to "who knows where". No BLM brands on these guys--want to guess where they ended up?
